Dr. Douglas Scarboro is the Executive Director of the Office of Talent and Human Capital and Education Liaison for the City of Memphis. The Office of Talent and Human Capital was created by Mayor AC Wharton Jr. in 2010 after he was elected City of Memphis Mayor with a 61 percent mandate for his gospel of ʺOne Memphisʺ and his bold vision for his cityʹs future. The Office of Talent and Human Capital will address Memphis’ key human capital needs by developing collaborative action around strategic problems with Memphisʹ workforce. Specifically, the office will provide strategic direction for partnerships that assist public housing residents in the development of workforce skills; increase the number of college graduates; and, develop, recruit and retain knowledge workers. In the role of Education Liaison, Dr. Scarboro keeps the Mayor abreast of local, state and national education issues and serves as the Mayor’s primary point of contact for local K‐12 and higher education institutions.

Prior to working with City of Memphis, Dr. Scarboro was the Director of Community Engagement at The Leadership Academy, leadershipacademy.org. Douglas has a B.A. in political science from Morehouse College, an MBA from Campbell University and Ed. D. in Higher and Adult Education from the University of Memphis.

In an effort to create the Memphis that he wants to see, Douglas served as a founder of LaunchMemphis (launchmemphis.org), a dynamic organization that is developing an entrepreneurial community consisting of investors, entrepreneurs, and local organizations through innovative professional, social and educational experiences in Memphis, TN. Douglas also is a board member of EmergeMemphis (www.emergememphis.org), a general business and technology accelerator and incubator for Memphis based start‐up and early stage companies. Additionally, Douglas is a board member of St. George’s Independent School (sgis.org), a
coeducational school of excellence preparing students for a life of learning and meaningful contribution through dedication to high academic achievement and the development of moral character reinforced by Judeo‐Christian values and most recently chosen as board chairman of Omni Schools, a nonprofit education management organization (EMO) established to design, implement and operate a network of high performing, comprehensive uniquely structured public schools in Memphis and beyond.

In his spare time, Douglas is an adjunct professor at Christian Brothers University teaching business strategy in the Masters of Business Administration Program.

Douglas is married to Dr. T. Nichole Saulsberry‐Scarboro and has a son named Douglas Saulsberry Scarboro.
